The base vehicle is a 3 cylinder Hi-Jet Dennis. You can hear that clearly from the exhaust note. We had a Hi-Jet JET on here about 3 years ago. The chap had inherited from his dead father as an unfinished project.
Whether it is the same one I am not sure. The paint job is different and the tail Rocket section may be different. Nevertheless it is certainly a Head Turner. Parking it in a line of cars would be a bit difficult. Perhaps the reason for the little wing on the Nearside of the nose as a marker to a aid with parking??

Parking and Traffic Jams would have been a doddle if he had used a Harrier in the first place. lol!
